So today, I received my 3Q letter. It states, "West Point has eliminated rolling admissions for this cycle. As such, all qualified applicants are placed on a National Waiting List until appointments are made. Most appointments will be tendered between 26 February and 1 May 2021."

So does that mean everyone without an LOA, including nomination recipients are on NWL as of now?
 
Is this how it normally is or is there something different this applicant cycle?
That's interesting because my 3Q letter does not say anything about changes in the admission cycle. I'm assuming Regional Commanders can vary in what their 3Q letters they send out can look like then?

ALL qualified candidates are placed on the NWL. This includes slate winners, those appointed as Qualified Alternates, Additional Appointees, etc., and those that end up without appointments.

Receiving a 3Q letter is a really good thing and the only pertinent information in the letter is the "Qualified" part. Every qualified candidate is supposed to get one, but sometimes timing and administrative glitches result in not getting one or getting an appointment first - these candidates then mistakenly believe they were not on the NWL.

One idiosyncrasy of government, particularly the military - terms which seem to have obvious meaning, often mean something else. The NWL is not a wait list as civilian colleges use the term, even though it contains the words "wait list". It is a list of all candidates qualified for appointment who wait in a holding pattern until receiving an appointment or TWE.

Two terms that cause confusion are "National Wait List" and "Rolling Admissions." Translated to civilian speak, USMA uses neither. This is for USMA. Other SA's may operate differently - for example, USNA does use rolling admissions.

3Q letters come from the RC and all I have seen use the standard form that includes the language about rolling admissions eliminated - but there may be versions I am not familiar with for other categories such as recruited athletes, diversity candidates, etc. Or maybe your RC got tired of answering inquiries stemming from the confusing language.

USMA stopped using rolling admissions many years ago.
 
DS received 3Q letter in November and it made no mention of the NWL. It did say they were waiting for a nomination (DS is still waiting) before they could consider DS for an appointment. It did contain the paragraph about most appointments being offered between February 26 and May 1. Last year there was a large number of appointments issued on February 6, maybe something similar this year?
 
I received mine December 15th (3Q Letter) and it just said most appointments will be sent before May 21st, I live in Cali so the letter may be different and I also have an LOA. Last year they sent out the bulk of them in Febuary and I can only imagine Covid isn't helping.
