4-Yr AROTC Winner Transportation/Travel Allowance

Does anyone have information on the transportation/travel allowance listed on the scholarship winner instructions for 4-year winners? I understand it says to contact the PMS to claim, but when are 4yr scholarship winners eligible to receive, and what does the allowance cover?

AR145-1 Page 30 The AROTC cadre or HRA should assist in submitting the documentation. Flight or mileage from HOR to school and back to HOR after you commission if not accessed immediately to AD or AD for training. The skills of cadre and HRA's vary in understanding and applying benefits... some competent, some not.
