The Activities record states there is a 10,000 character limit. I was wondering if the questions were counted as characters in the limit?

I would suggest erring on the side of caution with the character count. Learning how to concisely document your achievements now will come in handy down the road when writing bullets and EPR’s.
I was given this advice: action, results, impact.
For example, instead of writing a paragraph on how you were class president, you could do something like this:
Elected by classmates to serve as class president. Coordinated with peers and school staff to plan two fundraisers, guest speaker, and dance. Raised $X in fundraisers, etc.
Again just an example but that follows the suggested format while keeping word count down.
Follow that format when writing about your achievements while making sure that the achievements you choose to include are worth writing about. I would suggest not trying to inflate your record with other things you may have done which might not be of much significance.
