My DS spoke to admissions yesterday at USMA. He was given the impression that a significant number of appointments would be coming out in early-mid March. Application deadline is Feb 28.
 
From what I recall as a CC, the admissions team goes over files every Wednesday, with people (Congressmen and whatnot) being notified so they can tell their constituents. The CC's generally find out Thursdays or Fridays from their Congressperson, with the portal being updated over the weekend. I was not notified by my Congressman, but noticed early Saturday morning (I checked my portal a lot) that I had been offered an appointment. My BFE came the same day.

Where did you see the portal update?
 
Appointments are still processing each week but the next big wave will come in early March. All packet information is due by the end of the month. Once the application period closes, admissions will move through and resolve all of the open competitive slates.
