AFROTC non-scholarship and tuition discount for an out-of-state student

I talked to my recruiter and he told me I'm ineligible for a cadet on scholarship because of my age, but still can join for a general commission which doesn't include scholarship. I still want to join ROTC but my only concern is I'm currently an out-of-state student so I wonder I would be still paying exactly the same rate as I'm paying now even after I joined. I hope there is any discount available on tuition but I can't find relevant information on this matter.

Also, is there no way that I can get a scholarship as a cadet on non-scholarship? It sounds dumb but I've read a thread saying that there are some ways, but unfortunately it doesn't give further information so I had to ask.
 
The in-state vs out-of-state issue is controlled by the state the school is in. Some states (OK for one) grant ALL ROTC students in-state tuition. Other states limit it to contracted cadets/midshipmen. Whatever rule governs your state/school should be readily available online, or by contacting the recruiting officer for the ROTC unit in question. I would also ask him/her about the whys and wherefores of obtaining a scholarship.
