AFROTC Retracts scholarship

My husband is attending college for nursing and transferred in as a Sophomore. He joined AFROTC as a 250 the first year and attended MAX 1. He was accepted into the POC for his Junior year at AFROTC into the 300 classes. He was offered a Type II scholarship even though he was 31, and the Tsgt stated he verified 10-fold that he was eligible for the scholarship. On 08/25/22 he contracted with the Type II scholarship listed ($18,000/yr for 2 years). Yesterday, the TSgt called him and stated they are retracting the scholarship based on his age. The TSgt stated the who office up to the LtCol. has been reaching out for waivers with no luck on the issue as it is a congressional mandate.

My main issue with this, is that the contract was signed on behalf of the Secretary of the Air Force, and is it not now a breach of contract?
 
Under these circumstances he would be released from all contractual obligations. The only remaining question is whether the Air Force could be liable for any damages based on reasonable reliance on the express contractual terms. Offhand, I don't know the answer to that, although I could see it being an uphill fight.
