AFROTC Type 1 Scholarship - Not Yet Paid Stipend

Hi -
Our daughter is a Freshman Type 1 recipient and has yet to receive her monthly stipend (from the beginning of the year until now) nor has she received her book allowance. Thankfully, the tuition has been fully covered without issue. Her detachment NCO keeps telling her that 'they're working on it' .... as a 26-year USAF veteran, my husband is having a hard time not picking up the phone to call the detachment CC, but we respect that our daughter continues to communicate with the NCO in charge of processing the information. Anyone else in a similar boat?
 
What do you mean beginning of the year? It only took a couple weeks for me after I contracted, did she contract this semester or beginning of previous one? If beginning of previous year that's quite a bit of funding to go without if needed and expected, sorry about the situation.

If she contracted early last semester she should of gotten paid last semester for textbook and monthly stipend within 1-2 months of contracting. Scholarship paying tuition is not coorelated to contracting, as they will pay it out before you contract I believe (atleast they did for me or my college just knows that af doesn't pay out for a certain amount of time). Maybe she or the NCO's messed up banking information or something on paperwork. Good news is that pay starts getting counted from the day she contracted so she should get all of it when they fix it. If she contracted this semester it's nothing out of the ordinary sadly
 
This is very weird indeed. My son (3rd year) on Type 1 Scholarship at CSU in CO has been getting his monthly stipend, but this semester, has yet to receive book stipend or any of his actual scholarship money. So he is coming up on 2 months late for his tuition bill... He continues to get waivers from school so no penalties accrue (since they know sometimes ROTC scholarships do come in after initial due dates), and he keeps talking to his NCO, but it has NEVER been this late before. This appears to be exact opposite of your situation where you got your tuition paid but not the monthly/book stipend. I was thinking this must be across the country, but it appears that just CSU is having issues so I am going to let my DS know he needs to keep pushing them as somebody isn't doing their job it appears.
 
Strange. Cadet in my flight hasn't received his stipend yet because his DoDMERB hasn't cleared yet. Is it possible that there is some kind of outstanding document/evaluation/waiver that hasn't cleared yet?

My son got his stipend and book allowance but has had NO tuition paid

That is unusual! I assume his school’s FA office is working directly with HSSP to receive funds and not tasking you to pay?
so far we have no been asked to pay, when I reached out to bursars office she seemed quite annoyed they haven't been paid yet and stated she is in regular contact with the ROTC unit.

Sorry, not sure how I didn't see your reply until now. She started school in mid-August. All paperwork was submitted early August. She didn't contract until mid Oct. Received her first stipend payment March 1.
