They likely do treat the contracted cadets (those Freshmen/Sophomores on scholarship and the Juniors/Seniors who have moved into the Professional Officer Course) differently but not better. The first 2 years is designed to allow students to see if the AF is going to be a good fit, so it's heavy on recruiting and making sure they get an accurate look at what they are signing up for.Interesting. Different uniforms depending on scholarship or not? Are there other ways in which these two groups are identified or treated differently? I didn't realize that was even a thing. Don't mean to pull the thread in a different direction, but I had no idea.
I think it may depend on the university. For example, I have learned that at UT Austin, the AFROTC Detachment has all freshmen wear the polo and khaki pants on the days on which they have the ROTC class each week. After the first year, they get issued the rest of the uniforms. My guess is they do it that way to prevent issuing the full uniform to those who may decide ROTC is not for them after the first year. Probably helps save a bunch of uniform items from being lost. Why do some Air Force ROTC Cadets wear polo shirts and khaki pants, while others wear full uniform, during drills?
