AFRS waiver denied?

I am posting this as parent because my daughter has a limited online presence. This is her process, she is doing the work.

She applied for the USAFA and continues to work with the CIV team to complete the specified waiver requirements.

She also applied for and received a AFROTC scholarship. Today her portal was updated to indicate that AFRS has denied her waiver. She has reached out for more information and options. She asked me to do the same in this forum.

Is there some guidance that I can relay to her to work through this process.
