I'm really confused by this even after reading various materials. In the WP portal, there is a "Pre-Started Request Letter" addressed to the Secretary of the Army for service-connected nomination including for candidates who are in JROTC. According to the "letter," DS to simply check the appropriate box (JROTC) and mail it into WP. In the same portal, there is "Form 5-497 ROTC Nomination to West Point" which needs to be filled out by a JROTC program official. This form has different return address.

What is the difference between the two? Is the JROTC school official actually making the nomination or just a recommendation for the Secretary of the Army?

Big picture. The JROTC and college ROTC noms are in the Service Secretary category of noms. All who are nominated by their unit and eligible get one. But - only a certain number of appointments can be charged to that nom source in every class.

The SA manages these for the Service Secretary.

Nominees in this category of nom source compete against all other JROTC and college ROTC nominees for appointments allotted to this nom source.

Capt MJ, I understand the JROTC nomination in general. What I'm not clear on is what each of the two forms/letter I mentioned is for who is actually making the nomination (JROTC office or Secretary of the Army).
That has always been a bit unclear to me as well, given the language. In the end, it doesn’t matter. If the unit puts the candidate forward, they get a nom and it shows up in the portal. If they get one of the allotted appointments for this nom source, it may be charged to the Service Secretary. Who is the actual “nominator” for these - I’d come down on the Secretary’s side.

Thank you, I think I finally understand!

One interesting observation I made - scanning the appointment lists across academies, it appears to me that nominations charged to the President and/or JROTC/Sec show up earlier. I could be reading too much into it.

I would agree with that. As soon as the portal opens, a candidate can submit the supporting information for a non-elected official nom and see it show up whenever the SA reviews it and populates the candidate-facing portal view. If the candidate gets everything else done and flies through DoDMERB, AND if the SA finds them fully qualified AND knows they want them, offers of appointment begin. Of course, a candidate with those kinds of noms can also still be waiting late into the cycle. Hundreds of applicants might be eligible for and be given the Presidential nom, but only 100 appointments are charged to that “nom bucket.”

The elected official nom slate submission deadline occurs end of January, so candidates with only those noms usually don’t see their appointment offers until sometime after that.
