If a mid/cadet went to Spain (for example) where the legal drinking age is 18, would they be able to consume alcohol? It would be legal in that country but according to USA rules, no.

My son was under 21 in Europe - and was allowed to drink.
 
It depends.
There should be clearly communicated rules in their specific program (if traveling for military purposes) or general cadet regulations.
