Yes there are ALOs for OCONUS. If I'm correct, and correct me if I'm wrong, you will be assigned an ALO based on your geographical area. I'm at Ramstein and got an ALO in the Netherlands. However you could likely get one based out of Ramstein due to the sheer number of ALOs here.
