Basically fill out your academy application and then when X% is done, they will request DODMERB to have you evaluated. For West Point, my alo told me that finishing the essay portion triggered the request for dodmerb. And for ROTC, if you are granted a scholarship then you will be forwarded to dodmerb for evaluation.
