SA Admissions have many processes which run parallel and intersecting; it’s not linear. Applicants have to be evaluated for if they are fully qualified. They have to have a nom(s). There are numerous “nom buckets” that have to be worked through, to determine which fully qualified applicants in that nom bucket they want to offer an appointment to AND charge it to that nom source. Some of this may appear regional as MOC slates are resolved. The service-connected nom buckets are national in nature. For example, only 100 appointments in a class can be charged to the Presidential nom bucket; that is a nation-wide competition for those appointments. Not all slates from MOCs are in yet, so those will hang until they are available to be worked through. USAFA can return to an MOC slate and choose other qualified candidates to offer an appointment to, and charge those to other nom sources they control, not the MOC - which can occur at the same time or later in the cycle as when the appointee charged to the MOC was offered an appointment.
Due to the nature of the nomination categories, it would be highly unlikely for not one appointment to be made in any of the nom categories in any given state.
