Army Reserves & ROTC Scholarship

HI there, My son is planning on attending a SMC and is also currently in the reserves. He started the process of applying for an ROTC scholarship and when he went to get his interview set up he was told you can't qualify for ROTC Scholarship if you are in the reserves? I had not heard or read that before so could somebody clarify this. Thanks
 
As a Reserve Member he can join ROTC as an SMP (Simultaneous Membership Program) Benefits are different, in someways better Link
and the Guaranteed Reserve Forces Duty (GRFD) & Dedicated Army National Guard (DEDNG)
