DS received his BFE from the US Army Cadet Command for his 4-YR ROTC Scholarship yesterday. Really nicely done by the Army. It came via USPS Priority so be on the lookout for your DS/DD’s soon.
I am not sure, I certainly hope so! The certificate doesn’t say 3 or 4 year just “an Army ROTC Scholarship” so I would imagine you should be receiving one.
