Under the Leader section of the ROTC scholarship Interview Sheet is a point category for Captain of athletic or academic team. It provides examples such as Eagle Scout/GOld Star and CAP. Will an applicant who is an officer/holds a leadership position in Sea Cadets earn point in this category?

Yes, Sea Cadets would.
I also strongly recommend that whatever 'check box' there is your DS or DD can 'check' do so.
My son had multiple leadership roles and in one application they had 'other' and he noted himself as a leader in other activities that were not necessarily in the form.
