AROTC Medical Waiver

Could somebody please enlighten on this process?
After a winner letter accepted for AROTC and a previous DQ from one of the academies, DoRMEB status indicates under waiver review.
But a transfer school was requested and I don't know who will request the waiver. School's battalion command? it is doing in general? Has to be the school transfer granted before the waiver is granted?
