Both can be true for all medical conditions.
1. DoDMERB applies the medical accession standards, which yields a Q or DQ.
2. Applicants for US Services Academies do NOT apply for a medical waiver if DQd. Admissions determines if an applicant is "competitive for an offer of appointment." If they are, Admissions will directed their medical team to consider the applicant for a medical waiver. If they are not "competitive for an offer of appointment," they won't consider the applicant.
