Board ready to boarded /under consideration

I applied for the AROTC during the first board and I was moved form board ready to boarded under consideration and haven’t moved since. I was wondering if that is normal to skip over boarded to go straight to boarded under consideration.
 
That seems to be the normal transition. There are many threads regarding the sequence of steps, but the consensus seems to be that candidates move from BUC to Boarded before a scholarship offer is made. Read through this thread and it will give you some more perspective. Good luck.
