Please explain "not good for NAPS"...why?

Based upon my understanding of what NAPS is for ... a student needing some "polishing." For example, maybe physically unprepared, scholastically unprepared, or some combination thereof. So, a student who has years of leadership, very high SAT/ACT (National-Merit level), high GPA, the most difficult AP courses, or other college-level courses, and/or a very strong PFE doesn't seem to tick the boxes for a NAPS candidate.
