Campus based Army ROTC scholarship protocol inquiry

Hello everyone. I have read a lot of useful information on this site over the past few years. First time post.
I have a son who did not get a national scholarship this year. He was sent a message via text from his number one school offering him a campus based scholarship. He replied, I accept. I contacted the ROO that day to verify the information. He told me he was offering my son a 3 year campus based scholarship as this was his number one school of choice. I said, fantastic. That was 2 weeks ago. Today I messaged the ROO and asked him when the official documents and scholarship letter would arrive. He said there is nothing official coming, it all takes place internally on campus during his freshman school year. So, no 167-R and no letter from the ROO or school ROTC department. Does this sound normal? Its a lot of money for college and I think this is odd. I would appreciate some guidance and opinions from you all, before I start flapping my wings. Thanks

I'm not sure how the on-campus process goes, but it wouldn't hurt to have your DS call your ROO and see if he can set up an interview with the PMS. Anything not in direct writing with the military isn't guaranteed.
 
We had something similar with a room and board scholarship for first semester. No official offer in writing. It did come through a month after school. Remember your son will also have to go through the medical review process through DoDMERB before his scholarship can begin. Be sure he starts this now if he hasn’t already. It can go on for several months.
This is a bigger offer, so an email from your son to the ROO clarify a few things could be beneficial. That may be all he will get in writing, but it’s better than a phone call with no paper trail at all.
 
I think the 3-year starts sophomore year. There may not be paperwork until closer to that time. Also, check if a 3-year scholarship is actually a 1-year scholarship, renewable annually. Big difference. Athletic scholarships are renewable. When a kid says that he has a free ride for football, for example, he must meet team standards each year in order to be on scholarship the following year.
