Campus based scholorship v/s Minuitman

Our DD is attending an out of state college and is enrolled in AROTC. She is a freshman and a varsity athlete. Her grades are excellent and is Dodmer qualified. Cadre and Roo state she is on tract for a 3yr campus scholarship. She has been contacted 3 times since she started school and today was contacted again in person after her military science class and offered again a 3yr minuteman scholorship telling her she is their number one pick. She keeps telling them, No thank you. They ask because they only give these out twice a year. Is this normal.
 
Minuteman is a Reserve only service commitment so if she wants active duty tell them that. Minuteman scholarships go unused annually.

If your DD is at all interested in competing for Active Duty, do NOT accept the Minute Man. The campus based scholarship allows her to seek either component (active or reserve/NG).

My DS earned a 3 year campus based scholarship four years ago, it was increased a half year, and he will be commissioning active duty this May.
 
Thank You. She is hoping for active duty and is hoping for a full career like her brother. Would love to know when colleges make offers.
 
We don't mind the NG recruiter talking to her , she just wants to wait for a campus based scholarship if it might be coming.

I do appreciate this, as long as it isn’t causing her stress, either way having a conversation about her dilemma wit’s hr ROO or cadre would be appropriate.
