Can JROTC instructors proctor the CFA?

I'm wondering if JROTC instructors can proctor the CFA. It says either physical education teachers or service academy liaison officers can administer them, but I thought I remembered reading somewhere that JROTC instructors are certified to administer them as well.

Btw, my instructor is a retired Col. if that helps and instructs Naval JROTC at my school.
