Can't log in to NETFOCUS to start NROTC application

I registered for an account, then forgot to activate it. Then I got a reminder email that said my account would be deleted in 10 days if I didn't log in, so I went and did a password change (forgetting that I hadn't activated it yet). Tried to log in, but it just stayed on the login page and didn't give me a "your password is incorrect" message. I went back into my email and actually activated my account, but I still can't log in. Any help would be great!

Essentially, a lot of DoD sites use separate web protocols, which means that you have to download separate certificates for the sites. I had the same problem with NetFocus, and was able to resolve it by downloading the certificates and accessing the site in IE.
