If I submit CFA scores and receive a PASS am I allowed to resubmit better scores at a later time (ex. 2 weeks later)?

Yes, but unlike SAT/ACT tests, your CFA results are not super scored for each activity. So, if you passed the first time with a one mile run under 6 minutes, and you pass the second time with a one mile run under 6:30, you're stuck with the 6:30.
Unless you believe you can improve your results in ALL the activities tested, think carefully about whether you might want to focus on other aspects of your application.
