My CFA has shown a yellow pending symbol since January 6th but both of the videos have green checkmarks. Is this normal for admissions to be taking this long to review the CFA?

My DD’s was pending for three months up until yesterday! She emailed her AO about it and he said they’re still reviewing it but he took a look at it when she first submitted it three months ago and thought it looked good. The next day it went green.
