Class Rank Question

To start off I did a pretty extensive search of the forum and there is quite a bit of info but it is all over the board. Where we live we don't have class ranks. This is common, maybe it's just our area but it may be the state as a whole at least for public. I know because I work in senior levels of administration for the public sector of schools. With having no rank, some of the searches said that the academy will call the school and talk to a counselor or advisor. This is what worried me as that would make the answer very subjective based on the many people they may get on the phone. Does this seem accurate? I was thinking the academy would have a profile on each school and would kind of know by now what top 10%ish looks like.

I would not worry too much about class rank. USNA emailed my counselor, asking them to provide them with class profiles, % of graduates going on to 4 year colleges, course lists, all that school info. You could be number 1 at some school, but at another school you could be in the last 1 percent. I think school rank matters more than class rank, and the rigor of your classes (APs, Honors) and especially test scores.
 
From AF website: "Your Prior Academic Record (PAR) is a measure of classroom performance and is based on a combination of your class rank and your GPA. When class rank is not provided, the PAR is based on our evaluation of your transcript, school profile and senior year schedule."

I'd assume it would be much the same for other service academies.

If this occurs, USNA might ask to estimate the percentile (top 10%, 25%, etc.) and not provide an actual number (I.e. X of Y). If the school won’t provide that, then the admissions office will estimate.
