The main thing you need to know is that your DS should fall on his knees and give thanks that he attending this summer rather than last summer. The air temps and humidity were terrible. Other than that and the terrible planning, organization, and execution, it was really great.
Do a search on this forum of "LDAC 2014". I think they believed that by renaming it, memories of it would fade. DS will find most everything he needs to know for preparation.
Each airline handles bags it differently. In fact, I would say that each ticket agent handles it differently. So long as DS has orders in hand, which he will have, the baggage fees should be waived. If there is push back kindly ask for a supervisor.
