Does the Coast Guard ever bill for people doing stupid things?
Every winter the Air National guard is called to rescue hikers who get stranded in a storm while hiking in sneakers - I know they have been known to send bills.
I don't know that they are necessarily paid but they are sent.

Sometimes boaters don't watch their fuel levels, and usually a commercial towing company is used.
