HI! I am a freshman in college and am reapplying to the Naval Academy.

Because I am a college applicant, I need to send in my college transcript. I have everything completed in the application other than my college transcript. Do I need to wait until winter when I receive my college transcript to send my USNA application in?

Yes. Once your grades are in, have them sent in. USNA isn’t going to review your application until they receive your transcript. Good luck.
 
You can send the other items of your application package (other than your transcript) at any time. As Hoops said, USNA won't review those packages until first semester grades are in.
 
Have everything else in and ready to go. Then, ensure the school will send in your Fall semester grades at the end of December/beginning of January. At that point, as mentioned ^^, they will be able to review.

And keep working the nomination packages in the meantime.
