commissioning to a different branch

I think I might be one of the most qualified to answer a question about this topic... as I am a USAFA cadet in the class of 2015 who is cross-commissioning to the Army this year. The "one for one switch" has not been applicable since 2008 (see memo attached below) when they changed it to up to 3% of each graduating class can cross commission. It's really just a paperwork process, and the Assistant Secretary of the gaining branch bases their decision largely on the recommendation of the Army contingent at USAFA (or whichever academy you're at.) And for them to recommend you, you need a compelling reason, but I've seen many "compelling" reasons... from just wanting to go Infantry, to having done a semester exchange at West Point.
There are 3 of us cross-commissioning to the Army this year, out of a class of 864. But no one applied who didn't get it, in fact, 3 people got the xc, then declined based on the branch they were assigned.
The paperwork process is done in September, and from then on its mostly just waiting- so overall not a very difficult process.
