My son has not documented his community service hours since probably 9th grade. Now 11th and starting USMA and other SA application process. Is the actual number of hours completed something that will be needed for SA applications?

If yes, much of his community service is through clubs at school such as Student Council doing a schoolyard cleanup or running a talent show. Does this work count or is it supposed to be more like out in the community?

A letter from his club sponsor or supervisor attesting to the number of hours (on letterhead) served, should suffice to justify posting.

The specific hours may not be counted in the application, because the overall verification (in my experience) is with the school counselor who verifies your Activities Record. Mine asked for some additional documents because they weren't familiar with some of my volunteer work but it seemed discretionary. I'd say document as much as you can and have people who can verify non-documented work to your counselor. The specific hour count isn't necessarily even listed on the application (unless you put it on there).
