confused about AROTC deadlines

Hello, I am just a tad bit confused about when my AROTC application should be completed by because on the website it says two dates which is March 4th, 2020 and March 9th, 2020. Any help would be appreciated thank you!

You have until 04 March 2020 @ 1159pm EST to complete your application. To apply for the ROTC Scholarship, an application must be started by 04 February 2020 @ 1159pm EST
