Let's say I don't get into a service academy the first go around, and decide to do ROTC at a college that is out of state. When reapplying for a congressional nomination, would I be interviewing with the panels of congressmen of the new state (where I would now be going to school) or my old state? I know there are also nomination slots for ROTC cadets/mids, but ROTC cadets can also interview for congressional noms, right?

You are a resident of a state attending school out of state or out of district. It's the MOC for whatever you consider your home address in your home state, where presumably your family has established residency and claims you as a dependent on tax returns. That's assuming you are not emancipated, claiming residency in new state, registering a car, registering to vote, paying taxes in new state, paying in-state tuition, in effect becoming a resident.
