I've heard that juniors should start getting ready to apply for congressional nominations but my congressman's website states that I must be over 17 too apply...When should I actually start getting ready to apply for these nominations?
 
Late spring/early summer. You'll want to send in your best test scores to date and most juniors won't take them until the spring. That also gives you time to determine which academy is your #1 choice and line up recommendations. Most nomination deadlines are in the early to late fall (depending on district) and they (the members of congress) don't have to submit their nominations to the academies until the end of January. They are still focused on the class that enters this summer, so they are in no rush to start up the next cycle yet.

But as for being 17 to apply.... know for a fact that part is not true with the SA's as you can apply at 16 and attend at 17 (with parent waiving rights); so guessing your MOC might be flexible on that part.

Already being a junior in high school is really more the "gate" for when you can start application process. Most MOCs hold their local events in late spring to kick things off.
