Contacted by MOC

Out of curiosity, I was wondering...

Is it usual or unusual for the MOC to contact the appointee and congratulate them?

What is the time frame for congratulations? (before academy notification, before I-day etc.)

We haven't heard a peep (mail, phone etc) from my son's MOC regarding his appointment to the USAFA. He was nominated by a senator and his member of congress.

Do the MOC's bother with congratulations if you are not allocated to their slot?

It seems to be an individual decision by each MOC. We still have not heard anything from our senator and I'm not holding my breath. Oddly though, the senator was at the all day interviews last Fall, had individual pictures taken with each candidate, and we're still waiting for a copy.
