There is a CAC office near his school, so the MIDs in his unit do it during the first semester of their freshman year

The MIDN has to be on scholarship to get a CAC though.

As an overall; I wouldn't sweat the ribbon stuff too much (honestly at all).
The end of the day, the daily life differences of USNA vs NROTC are really the important differences. the ribbons don't matter in general, but especially don't matter in college, besides "looking good." You will have the chance to get a marksmanship ribbon in the fleet if you don't get one in NROTC, and as other people have said, the other ribbon is no longer authorized for people who are just joining in 2024.
