DODMERB AND ACL RECONSTRUCTION

I read the DODI 6130.03 V1. As a background, my son is a Senior in Highschool. Just a week ago he tore his ACL playing varsity baseball. His reconstructive surgery is May 13th of this year. He received a 3 Year AROTC Scholarship and needs to do his DODMERB. In the DODI is says that ACL Reconstruction within past 12 months is Disqualifying. May 13th would mean that on May 13th of 2023 would be his 12 month point and (per the DODI) would no longer be disqualifying (assuming full recovery and no symptoms/lingering effects). He will not be on scholarship or contracted until his Sophomore year (August 2023). Should he do the DODMERB now and request a waiver (or conditional waiver)? Any advice would be helpful. We do intend to talk to his AROTC Recruiting Officer soon.

Of course he will be the one to talk to the ROO, with me listening of course. He has been doing all of this on his own. Question is, should he do the DODMERB Physical now or wait until the 12 months has passed. If he waits, that would be in May 2023 and he doesn't contract until midway through his sophomore year (December 2023). Would DODMERB give the waiver conditional upon having full mobility and no lingering pain/restrictions?
 
DoDMERB doesn't grant waivers. Cadet Command Surgeon provides a medical waiver recommendation and the applicable Brigade Commander renders the medical waiver decision.

I am also going through this- my son has ACL reconstruction 9/29/2022- DQ for admissions to West Point for 2023. He received the ROTC scholarship and they are aware of his medical DQ. Can I get the ROTC to apply for a waiver now- it’s March 5th and he is medically cleared for all sports and activities. Will they allow a waiver for ACL reconstruction less than 12 months? I want to make sure I have everything accurate.
