DoDMERB portal has new "Documents" section with exam PDF file

My DS's DoDMERB portal has now posted his DodMERB Exam from November as a PDF file in a new section called "Documents". Is this standard procedure for all candidates? I ask because he is "under Waiver Review" for 3 different SA/ROTC entities, and hoping for a waiver(s).
 
I just noticed for it mine. I am also Under Waiver Review. I was hoping it meant that there was some movement. The site was under maintenance today. So maybe it happened for everybody. I hope not though hahaha
 
My 5 cents: PDF documents had been there entirely corresponding with all official DODMERB actions, regardless of AMIs, DQs, or full qualifying decisions. What matters is now is (DODMERB) UWR status or “qualified,” and fully under USNA control (received/not received) moving forward to all the way to I-day.
 
Are your PDF docs in that section stamped with "Not Certified for Scholarship or Contracting"? I hope that doesn't mean anything as I am awaiting a waiver as well.

Yes. I got DoDMERB Qualified a few months back and mine also says that.

Yes. The PDF (actual dodmerb exam paperwork) is stamped with "Not Certified for Scholarship or Contracting". I am not sure what that means.

Have your PDF documents, stamped NCFSOC, been in your Dodmerb portal since you were deemed medically qualified? Or did they just show up in the last 24 hours?

My main question is whether or not this new addition has occurred for EVERYONE who has done a Dodmerb physical for this application cycle, no matter what your medical status is? Or does it has something to do with medically Qualified or medically Waivered applicants?

I believe "Not Certified for Scholarship or Contracting" means that the DoDMERB Exam paperwork is just the exam paperwork and not the DoDMERB Qualification Letter that you get when you are DoDMERB Qualified, so you can not just use the DoDMERB Exam paperwork and submit that to a Service Academy/ROTC Source and get Medically Qualified. This is just my theory and if @MullenLE sees this he might be able to talk more about it.

If DoDMERB qualified on 2/9/22, why does physical exam paperwork have in red letters "Not Certified for Scholarship or Contracting"? Can this copy be used to submit in NSI paperwork packet for NSI NROTC summer "bootcamp"?
