DoDMERB Waiver Required?

DoDMERB medical exam scheduled for Monday (AROTC). DS had shoulder surgery (labrum) in June. He has been released after 4 months. No restrictions. Training, preparing for upcoming baseball season. Very athletic (All-State football/baseball). Completed/Passed the NROTC/MO PFT AFTER procedure. Based on experience, will this be an issue? Is a waiver required? ROO pushing hard for him at Board level for NROTC MO scholarship award. Has requested direct contact with Dr. Stated there was some skepticism from Review Board related to DoDMERB due to past surgery. Dr./Ortho is behind DS 100%. Stated he would assist in any way possible. Any suggestions/thoughts?
 
The Scholarship Board is completely separate from DoDMerb. If and when DS get his Scholarship, it will say "contingent" right on the actual award. Contingent means clearance from DoDMerb, maintaining GPA, and Graduation from HS. IMHO, 4 months removed from surgery is going to trigger a remedial or DQ and the need for a "waiver". That being said, I understand a ROTC waiver is much more common than one from a SA. I am not sure passing the NROTC PFT is considered passing the AROTC PFT. I have no idea if they are the same or different....check with you DS's Battalion Commander to make sure. IF your DS gets remedial from DoDMerb (which is likely), better to have letters or treatment notes from the surgeon and family doc saying your DS is completely healed with no residuals and no likelihood of recurrence. Your time frame here is going to be critical since it is only three months after being released, DoDMerb usually like to see 12 months or better if they directly approve, otherwise they will do a remedial and probably ask for medical records, a statement from you DS, or an IME from an orthopedist.

Understood. We have Discharge Medical Note. States "He has full mobility and strength and normal stability. He is cleared for full activity without limitations." Surgery was in June 2018. DS completed both AROTC & NROTC/MO PFTs after surgery. That said, understand there is a process to follow.
