DodMERB website down today, Feb. 13, 2017?

Has anyone successfully been able to login to DoDMERB website today? I have tried several times throughout the day from about 11:00 AM EST to now and the web page won't even load up.

Tried to access........ https://dodmerb.tricare.osd.mil ......... this morning and the page would still not load.

Is anybody else having problems getting that page to load?
