My son won a 4-year ROTC scholarship, which is supposed to begin this fall (his freshman year). However, the DodMERB site being down is preventing him from contracting because it needs to reflect his revised DodMERB approval date of September 24th.
I assume that his tuition and books will be paid retroactively to the university. However, the additional financial impact is that he isn't receiving his monthly stipend as a contracted cadet either. The longer the site is down, the longer cadets (in his situation) go without the living stipend of $400+ a month, which is a MAJOR benefit of the scholarship. Plus, if the site doesn't come back up until next semester, will the university allow cadets to remain students if tuition is still unpaid? In that situation, would a parent need to take out a bank loan for private school tuition and then be expected to pay interest on the loan until the Army can reimburse the parent?
Because this is a government website issue (and not the fault of the cadet), will the monthly stipends be paid retroactively as well, once the site is up and running? It seems like there would be some type of confirmation process that can happen behind the scenes (in situations like this) so that computer maintenance issues don't cascade into a multitude of headaches and hardships for so many. Holding up payment for scholarships greatly impacts students' lives as they are trying to navigate a new phase of life. I do see the note about "extenuating circumstances." Wouldn't this be an extenuating circumstance and if so, who would I contact that can truly help? Thanks for any information anyone can provide!
