Does anyone know if college applicant packets are reviewed at a different time-frame than direct (high school) applicants?

Does anyone know if college applicant packets are reviewed at a different time-frame than direct applicants? I was told from USNA admissions that they do not begin to review college applicants until January and I was wondering if it was the same case for the USAFA? Also, do college applicants and reapplicants make up the same pool/portion of appointees?

It makes sense that all SAs review college applicants and re-applicants after first semester grades are in. The SA wants to evaluate courses taken and performance.

The percentage of college applicants and re-applicants is not set, nor is it a separate competitive pool. The SA evaluates those applications and using its decision criteria, determines if the applicant is fully qualified and then decides if an appointment will be offered.
