Does applying for a college programmer while waiting for scholarship put a glitch in the Matrix?

I have searched around for this, but haven't seen it mentioned before.
My DS is finishing up his application for the NROTC and will have it done by January. He has already been accepted and admitted into his #1 choice school. He is going to apply to be a college programmer if he does not get a scholarship at the school. In speaking with his unit, the stated during his interview that applying as early as possible to be a programmer makes it more likely to attend NSI in summer. He really wants to go to NSI and start his NROTC journey this summer.
I'm wondering if his application takes longer to get to a board, or if he is placed as a alternate until April. Does applying as a college programmer before getting scholarship notification mess up his chances to get a scholarship this year? Does it cause a glitch in the matrix so to speak.
 
There is no penalty for applying to be a college programmer. The decision to accept someone as a CP remains at the unit and does not go to a board.

This year, all selectees must go to NSI to activate their scholarship. That means there won't be many spots left for programmers.

But the bottom line is there won't be any affect on the National Scholarship process for someone signing on as a programmer.

For GW students, I want them to at least initiate the DODMERB process just in case there are significant health concerns we need to know about.
 
That makes sense that applying as a CP is not a penalty. We were concerned that it might put him as already "in the system" or something like that where it could make has scholarship chances diminish or cause a paperwork problem if he does get the scholarshop.....Hence the "glitch in the matrix" example. He's more concerned with missing later Summer cruises if he can't do NSI this summer. Thanks for the info!
