Does time at academy count toward service time with regard to retirement.

Would the years towards retirement not counting also mean the start off base pay upon commissioning is not at a four year grade?
 
Correct. You will enter at commissioning, if not prior enlisted, as an O-1 under 2 years of service.

Rob, the section you refer to credits service academy time towards retirement credit for the "CIVIL SERVICE RETIREMENT SYSTEM" and the "FEDERAL EMPLOYEES’ RETIREMENT SYSTEM". Neither of those are the military retirement system. For the military retirement system, service academy is not creditable.
 
You have to submit paper work to have your military time (including Academy time) added to your federal time.
