Absolutely. Sometimes they do slip up (Gen. Pace comes to mind), but sure, if you have one star, you have some of that training, by 4-stars, you're most likely a pro.
 
I agree the policy makers don't need to speak through a PAO, that's just redundant. As LITS said I was talking about the sailors.
