Dropping NROTC scholarship for advanced standing?

You likely won't read this before going in. And if anyone is wondering what in the world I am doing up at nearly 1AM it's the wonderful world of helping manage Navy shipyards and I was "lucky" enough to have "Duty Dry Dock Officer" during the Hawaii fire mess.

Anyways, you've been awarded a 2 year scholarship but you have the option to decline in lieu of advanced standing. That takes approval by the NSTC Commander. It has been done but there will be questions. First question for your PNS will be whether or not anyone discussed this with you prior to submitting you for the scholarship. If no, your PNS gets the fun follow up question of "Why not?" And that question comes because it is very hard (read that as next to impossible) to reallocate the scholarship monies to another candidate once you shift to advanced standing. And that means there was a former Midshipman somewhere who was told they were not selected and to turn in their uniforms because they can't be part of NROTC anymore.

Not sure if you knew that but it's something to think about. As a former PNS, I always do an interview before sending in a recommendation for that reason.....people's desires change.

Appreciate your giving this advice and perspective on turning down a 2 yr scholarship. But - Question assuming that mid shipman was a Candidate for a 2 yr scholarship, and their name was submitted, but just did not make the cut, why would the PNS dismiss them from the program and not let them continue as a college programmer?

As a 3/C going up for the side load or advance standing, you have to get one or the other. If you don’t get anything, you will be dropped from the program. Both the 2-year side load and advanced standing are considered at the same time.

There’s a little more to the situation but I spoke with my PNS and he fully endorsed me but we’re just waiting on my waiver at this point. I won’t make any hasty decisions without that of course.

For NROTC, if you are not selected for a scholarship OR Advanced Standing by your 2/C year, then you are disenrolled from the program. You could complete your degree and then apply for OCS, but not through NROTC. This is due to a number of factors, not the least of which is a person service selects in their 2/C year and that cannot happen for someone who isn't either on scholarship or advanced standing. So it isnt that the PNS dismisses them, but rather programmatically they are no longer eligible to commission through NROTC. Once in a while there will be a rare case of a 1 year scholarship but that's typically because there was an issue getting a medical waiver.

So - that is not my question. I understand is you are not selected for either a 2 yr scholarship or designated for advanced standing at a civilian university you are out of the NROTC program. My question was if the PNS had submitted your name for a 2 yr scholarship, but you were not selected - why would the same PNS not recommend you to continue as a college programmer with advanced standing? Presumably if the PNS thought you were competitive for a scholarship he/she would want you to continue if you chose to do so without a scholarship? Or is this decision not within the authority of the PNS? Sorry for not being clear in my question

The decision isn't within the authority of the PNS. In fact, it isn't in the purview of NSTC. For NROTC, you have 2 years to be selected for scholarship or Advanced Standing. Otherwise, the option for a commission would be through OCS after the person obtains a degree on their own.
