are e-bikes allowed at USAFA for freshman and sophmores bc they cant have a car, im looking to go into the academy

Lol - probably? This seems like a very pointless question when you are "looking to go into the academy" and there are lots of other things that are much higher priority - but I'll humor you.

I am guessing there is no rule that would prevent you from haveing one, BUT, you have very limited passes to go off base, the gates are 4 and 7-8 miles away from the dorms, and when you can go off base, you have to be back by academic call to quarters - usually something like 740. The point being - not many use bikes much at USAFA, at least they didn't when I was there. Most everyone just borrows an upperclassman's car.

If you aren’t friends with an upperclassmen you can also rent cars for reasonable prices. It’s still money you would be spending so try your best to borrow a car from an upperclassmen.

you are allowed to rent one

My DS experience has been that you can find a lift or help if you need it. If you are unable to find anyone willing to help you get where you need to go, you probably have bigger problems that need to be addressed.

1) There are bike racks under the dorms and students of any class can bring and park them there.
2) The physical distance to simply get off campus would generally make cycling as a mode of transportation prohibitive.
3) It is a weird concept, but upperclassman do allow you to borrow their cars. It is generally expected that you will fill it up with gas - even if you think you only used a tiny bit. Just fill it up as a thank you.
4) You can rent vehicles on base
5) There is/was base taxi that could fetch you from the dorm and take you to the community center where the rentals are
6) You have uber and lyft - many of us did not....
