foundation?

what are the chances of receiving a foundation scholar ship from the Naval Academy after being rejected. I thought it was impossible but a friend of mine who applied to both USNa and USAFA just got a foundation scholarship from USAFA after being rejected from both.

From a Foundation publication:

"Candidates do not initially apply for the Foundation
program. Rather, they compete for an appointment through the
USNA Admissions process.Those who do not obtain a direct
appointment may be recommended by the Admissions Board
to either the Naval Academy Preparatory School (NAPS)
in Newport, RI, or the Naval Academy Foundation for
consideration. Each year, NAPS enrolls approximately 275
to 300 midshipmen candidates while the Foundation
screens several hundred potential candidates for its 65 to 70
sponsorship openings."
